Thanks, Drake. I got a response from Paradox support. After telling me how to redeem a code within Steam obviously, I'd told them I already tried that they pointed me at a Steam help page to clear the download cache. That appears to have done the trick. I would post the link to that page here, but I don't have enough posts, yet. The end of the URL is steampowered Oops, spoke too soon. Same error. At some point, the behavior changed, but I'm not sure exactly when.
